Health & Education Standing Committee
The Health & Education Standing Committee is one of the important committees constituted in the three-tier Panchayati Raj system in Kerala—Grama Panchayat, Block Panchayat and District Panchayat—to facilitate effective administration.
The members of this committee are elected from among the elected ward members of the Panchayat Administrative Committee. The committee plays an important role in areas such as public health, education, sanitation, nutrition and social welfare.
Major Responsibilities & Areas of Activity
01. Public Health
- Evaluate the functioning of Primary Health Centres (PHCs) and Family Health Centres (FHCs) within the Panchayat area.
- Plan preventive measures to control the spread of communicable diseases.
- Take necessary measures to implement preventive activities such as Dry Day observance and mosquito control.
- Monitor activities related to waste management.
- Monitor the activities of the Haritha Karma Sena and source-level waste management.
- Undertake activities to ensure the cleanliness and safety of drinking water sources.
02. Education
- Improve the physical infrastructure and facilities of government and aided schools under the Panchayat, particularly at the primary and upper-primary levels.
- Ensure the proper implementation of the Mid-Day Meal Scheme in schools.
- Ensure adequate drinking water facilities for students.
- Improve school sanitation and toilet facilities and ensure their proper maintenance.
- Prepare programmes to prevent student dropout.
- Plan projects to provide digital learning facilities for students.
03. Social Welfare & Nutrition
- Monitor the functioning of Anganwadis.
- Ensure that children receive adequate and timely nutrition.
- Ensure that pregnant women and lactating mothers receive the required nutritional support.
- Prepare projects for the development of playgrounds to promote sports and physical activities.
- Provide necessary support to sports clubs and related activities.

Committee Members
The committee consists of members elected from among the elected ward members of the Panchayat Administrative Committee through the system of proportional representation.
Committee Chairperson
The committee members elect one among themselves as the Chairperson of the Health & Education Standing Committee.
Convener
The implementing officer or Convener of the committee will generally be an officer from the concerned department, often the Medical Officer or another officer designated by the Panchayat.
Decision-Making & Implementation
The Health & Education Standing Committee discusses matters falling within its jurisdiction and prepares the necessary decisions and recommendations.
These recommendations are then submitted before the Panchayat General Body (Administrative Committee meeting).
The funds are allocated and the projects are implemented only after approval is obtained from the General Body.
