The Panchayat Raj Act, 1994, defines the duties and responsibilities of citizens residing within a Grama Panchayat area. Every person residing within the Grama Panchayat area, as a citizen of the Panchayat, is expected to fulfil the following responsibilities.
01. Participation in the Grama Sabha
Participate in the Grama Sabha and take a direct role in the local governance process, thereby making participatory democracy meaningful.
02. Payment of Taxes
Prevent tax evasion and pay taxes correctly and on time to ensure the own-source revenue of the local self-government institution. Avoid misrepresentation or evasion in tax payments.
03. Cooperation in Development Activities
Cooperate with the Panchayat in development activities and contribute personal, material and financial resources as well as labour wherever possible.
04. Participation in Planning
Actively participate in planning, implementation and evaluation processes.
05. Public Cleanliness and Public Life
Avoid causing public nuisance, disturbance to public life, dumping of waste in public places and similar activities, and remain vigilant against such practices.
06. Health and Social Services
Cooperate with the Panchayat in implementing activities related to sanitation, disease prevention, nutrition distribution, literacy, legal awareness and dispute resolution.
07. Social Audit
Support and participate in making the social audit process effective and meaningful.
08. Social Harmony
Engage in activities that promote social harmony and participatory development and oppose fundamentalism and divisive practices.
09. Vigilance Against Corruption
Remain vigilant against corruption and maladministration in accordance with the law and help ensure that local governance functions democratically.
10. Conservation of Natural Resources
Cooperate in maintaining natural resources, public transport systems and other public assets, and refrain from their misuse and exploitation.
11. Thrift and Self-Reliance
Promote and practise thrift, avoid extravagance and excessive consumption, and encourage self-reliant activities and participatory initiatives.
12. Fight Against Social Evils
Stand against social evils such as alcoholism, drug abuse, dowry, violence against women, child labour and discrimination or harmful practices against disadvantaged sections of society.
13. Environmental Protection
Participate in environmental awareness activities and contribute to maintaining ecological balance.
14. Providing Accurate Information
Cooperate in the accurate collection, compilation and consolidation of statistical information. Do not provide false information or encourage others to do so.
15. Helping Disaster-Affected People
Help protect and support people affected by natural disasters.
16. Cooperation and Saving Habits
Develop and promote habits of cooperation and savings.
17. Protection of Land and Public Property
Make land available for development purposes when required and refrain from unauthorised occupation of public land.
18. Neighbourhood Groups and Self-Help Groups
Organise and participate in neighbourhood groups, self-help groups and mutual-help groups.
19. Cleanliness and Behaviour in Public Places
Avoid anti-social behaviour such as spitting, urinating or defecating, consuming alcohol or smoking in public places and on roads.
20. Hygiene in Meat Sales
Do not slaughter animals openly in public places. Do not sell meat or meat waste by keeping it exposed or displaying it in an unhygienic or offensive manner.
21. Care of Domestic Animals
Ensure that pets, domestic animals and birds receive the necessary vaccinations on time and obtain the required licences.
22. Compliance with Laws
Comply with laws and regulations, refrain from violating them, and do not encourage or assist others in violating them.
23. Gender Equality
Uphold equality and justice between women and men and participate in activities that promote gender equality.
