Various grievance redressal mechanisms are available at different levels for complaints and issues related to local self-government institutions and their services. Depending on the nature of the complaint, citizens can approach the appropriate mechanism.

⚖️ Ombudsman for Local Self-Government Institutions

OMBUDSMAN FOR LSGIs
Corruption, Irregularities, Abuse of Power and Dereliction of Duty 

The Ombudsman for Local Self-Government Institutions is a higher judicial mechanism for submitting complaints against elected representatives or officials of local self-government institutions regarding corruption, irregularities, abuse of power and dereliction of duty.

The Ombudsman is headed by a person holding the rank of a High Court Judge.

🏛️ Local Self-Government Institutions Tribunal

LSGI TRIBUNAL

The Local Self-Government Institutions Tribunal is a judicial forum for filing appeals against decisions and orders issued by the Panchayat governing body or Secretary, including matters such as denial of licences and cancellation of building permits.

CMO PORTAL

Delays or other difficulties related to Panchayat services can be brought directly to the attention of the Chief Minister through the online portal.

cmo.kerala.gov.in 

Officials are required to take action on complaints submitted through this portal within the prescribed time limit.

K-SMART CITIZEN PORTAL

K-SMART is the online single-window system of the Local Self-Government Department.

Citizens can submit complaints related to various local self-government services online without visiting the Panchayat office directly and can also track the real-time status of their complaints.

🔍 Vigilance Department

VACB

Complaints can be submitted directly to the Vigilance and Anti-Corruption Bureau regarding demands for bribes, major financial irregularities and diversion or misuse of government funds in Panchayat offices.

📌 Step 1 — Panchayat Level 
Whom to Approach

Panchayat Secretary / President / Grievance Redressal Committee 

For local disputes and delays in processing applications, citizens should first submit a complaint directly to these authorities and seek a resolution.

📌 Step 2 — District Level 
Whom to Approach

Joint Director / Deputy Director (LSGD) 

If the complaint is not resolved at the Panchayat level, it can be submitted to the Joint Director or Deputy Director, who is responsible for the district-level administration.

📌 Step 3 — Legal Level 
Authorities / Mechanisms to Approach

Ombudsman / Tribunal 

These legal mechanisms may be approached when officials deliberately violate the law, engage in corruption or deny eligible services.

Things to Keep in Mind Before Filing a Complaint

  • Prepare the complaint clearly and based on facts.
  • Keep relevant documents such as applications, orders and receipts, if available.
  • It is advisable to first submit the complaint at the Panchayat level and seek a resolution.
  • If the issue is not resolved, the concerned higher authority may be approached.
  • In serious matters involving corruption or bribery, the appropriate legal or vigilance authorities may be approached directly.
